Rajendra Mangarulkar IFS, who is synonymous to corruption in Forest department of Maharashtra state, and whose name is ill famous &\u00a0 associated with Reserved Forests loot in Pune & Thane districts; Lavasa, Amby vally, Indal, Ballarpur paper mill\u2019s bamboo rate fixation, Reserved forest land scam of Symbiosis school of Management, Pune\u00a0 etc was transferred out of the Mantralaya by the then Chief Minister. He was transferred by government order dated 19-10-2007<\/a> as Joint Director SFD, Thane<\/p>\n

Against this transfer on 31-10-2007 Mangarulkar approached the then Forest Minister ,\u00a0 Babanrao Pachpute <\/a>and allegedly on some very big extraneous consideration the transfer was stayed by Minister till 31-3-2008. The stay of transfer order of Mangarulkar was issued on 22-11-2007<\/a> after the file\u00a0 was approved by Chief Minister Vilasrao Deshmukh.<\/a><\/p>\n

But due to very serious pressure of public representatives, flooding of complaints to Minister against Mangarulkar for serious corruption, he was forced to go out of powerful post of mantralaya and he was punished to a posting of CF Working plan at Chandrapur (HQ at Gadchiroli now).\u00a0 His transfer proposal was initiated on 11-9-2008 <\/a>by the Under secretary Forests Jog without knowledge of Mangarulkar, who was supervisory officer\u00a0 and incharge of Jog on the direct order of\u00a0 then\u00a0 ACS Forest JP Dange .<\/p>\n

Meanwhile, there were many cases surfaced against Mangrulkar, specially land matters of Pune & Thane district, Symbiosis Management school Pune, Indal along with\u00a0 many other serious complaints . All these complaints were likely to be investigated by Anti corruption bureau. Hence he approached Home Minister , Jayant Patil. Home Minster vide his letter dated 8-6-2009<\/a> requested Forest Minister, Pachpute to post him in Anti corruption bureau. Pachpute only directed ACS forests to do the needful. Which means no action to be taken in this matter . The dispatch no. of this letter from Forest Minister\u2019s office\u00a0 was 736. Since the endorsement from Forest Minister came to Mangarulkar, he came to know that no favourable action would be taken for him since there is no specific instruction from Forest Minister. Hence he procured another letter from Home Minster of the similar date 8-6-2009<\/a>.\u00a0 Off \u00a0the record it was Home Minister , who personally phoned Pachpute to post him in ACB. Hence Pachpute\u00a0 directed ACS Forest\u00a0 to put up a proposal for acceptance of Home minister\u2019s demand.<\/p>\n

It was strange to find out that Director General \u00a0ACB, S. Chakravarti,\u00a0 without any reference\u00a0\u00a0 vide letter\u00a0 dated 30-5-09 addressed to the ACS Home <\/a>had requested to post Mangarulkar in ACB. It is also unofficially told that Home Minister has directed DG ACB to send such recommendation to ACS Forest.\u00a0\u00a0On this , Mangarulkar\u2019s posting to Gadchiroli\/Chandrapur was cancelled and he was posted ad Joint Director ACB, looking after his own cases of serious corruption. He is still continuing on the same post.<\/p>\n

WHAT GOVERNMENT SHOULD HAVE DONE:<\/strong><\/p>\n

    \n
  1. Like in many other cases of \u00a0IFS and Non-IFS officers, Mangarukar should have been charge sheeted\u00a0 for bringing political pressure for manipulating his transfers thus violating provisions of All India Services (conduct) Rules.<\/li>\n
  2. Government can find out that he himself had recommended action for bringing political pressure on other officers then how come he should be discriminated vis-\u00e0-vis other .<\/li>\n
  3. His all cases of corruption should have been investigated by CB CID instead of ACB, where he himself is Joint Director.<\/li>\n<\/ol>\n
